Post-Secondary
Education and Training
JOTF recommends that the state of
Maryland increases its aid for low-income working adults in order to provide
opportunities for training and education from post-secondary institutions
that help them advance in the workforce and achieve economic security
for their families.
Adult
Education
JOTF recommends that the state increases
its funding to meet the adult education needs of Marylanders. Without
the basic skills provided through adult education services, these Marylanders
face considerable barriers in gaining employment that provides financial
security.
Childcare
JOTF recommends the restoration of
$25 million in funding to the state’s childcare subsidy program,
Purchase of Care (POC), in order to eliminate waiting lists for the program.
Disclosure
of Economic Development Funds
JOTF recommends that the state pass
a comprehensive disclosure law that would make economic development deals
less secretive and would allow the public to participate in informed debates
about economic development priorities. As the state continues to tighten
its fiscal belt, assuring public funds are creating and retaining quality
jobs becomes all the more critical.
Criminal
Record Expungement
JOTF recommends allowing persons
with criminal history records to have convictions for minor, non-violent
“nuisance” offenses sealed after a certain period of time.
The state should also lift the ban on sealing of non-conviction items
in the case of a subsequent conviction.
Child
Support Debt
JOTF recommends creating a
system that modifies a child support order to avoid the accumulation of
child support arrearages for an incarcerated obligor if the obligor has
insufficient resources to meet the financial obligation. Additionally,
the state should support a debt-leveraging program for eligible low-income
obligors.
