JOTF Seeks Business Liaison JOTF is seeking a full time professional to serve as a liaison between employers and workforce providers. The business liaison will conduct outreach to the business community to identity entry-level labor needs and to develop strategies and systems to increase hiring, advancement and retention of low-skill men and women. The business liaison should have knowledge of good employment practices, assessment methods, training programs, hiring and retention strategies, and methods of removing barriers to employment. The ideal candidate will have had experience in human resources. Responsibilities of this job include but are not limited to:

Baltimore Sun on Maryland's Growing Wage Gap The Baltimore Sun reports that despite being the second most affluent state in the nation, Maryland suffers from considerable poverty and underemployment. In 2003 Baltimore ranked as the 18th poorest city in the country with a poverty rate of 20.6. "The data is affirming that there is a class of citizens enjoying the promise of opportunity, while there is a group of people, through no fault of their own, who are falling further behind," says JOTF executive director Deborah Povich. JOTF Letter to the Editor Highlights Need for "Middle-tier" Jobs In a letter to the editor in the Baltimore Sun on September 6, 2004, Deborah Povich states that underemployed Marylanders need "middle-tier" jobs that provide decent wages and benefits. "Of the nearly 43,000 projected job openings through 2006, fewer than 1,800 are specifically for workers with post-secondary or vocational training." Read "Invest in more jobs for low-skill workers"
JOTF Opinion/Editorial Calls for Better Jobs, Training In a Washington Post opinion piece published September 5, JOTF president Joanne Nathans calls for more job training programs "that are tailored to the needs of employers and effectively prepare their participants for employment." Ms. Nathans describes the success of Maryland's STEP (Skills-Based Training for Employment Promotion) program and suggests a number of ways to provide better jobs and training for low-skill, low-wage Marylanders. JOTF Publishes Community Resource Directory for Employers "In Time of Need" was published in August 2004 by the Job Opportunities Task Force as a handy catalog of community services and resources available to Baltimore residents. Philadelphia Inquirer on Rise in Part-time Work Bob Fernandez of The Philadelphia Inquirer reports that businesses are turning to part-time workers in order to reduce health care costs and maintain hiring flexibility. Most of the recent growth in the U.S. labor market has come from part-timers. "About 95 percent of the gains in July were part-time positions, or 577,000 of 605,000 new jobs." Public/Private Ventures Receives DOL Grant to Help Ex-Offenders "On July 27, U.S. Secretary of Labor Elaine L. Chao announced a $10 million grant to Public/Private Ventures in support of the Ready4Work Initiative. Operating in 14 cities nationwide, Ready4Work is designed to help ex-offenders (age 18 to 34) make a successful transition to community life and long-term employment. Local collaborations engage businesses, workforce development agencies, criminal justice personnel, and faith and community-based partners to connect ex-offenders with necessary resources and support." The Daily Record: Unemployment Rate is Inaccurate Indicator Odette Ramos writes that the unemployment rate is an inaccurate indicator of Baltimore City residents' opportunities "to work, increase income, and become financially stable to provide for their families." The unemployment rate excludes those who are not working and not actively seeking work. People may face a number of barriers to employment including: lack of child care or transportation, inadequate training, disability and businesses hesitant to hire those with criminal records.
