JOTF Seeks Executive Director

After nearly two years as executive director of JOTF, Deborah Povich will be moving to the Charlottesville, VA area at the end of the year. JOTF will miss her greatly. Deborah has greatly strengthened our program and our advocacy voice and has been a wonderful leader and colleague.

We are now searching for a new executive director. Please read the job description below and share it with others. The executive director of JOTF has the opportunity to be an advocate for change and an active partner in bringing change to employment and economic issues that affect every resident of this region.

Roundtable Discussion - "Doing Business With Business: The Human Resources Connection," Nov. 3

JOTF presents a roundtable discussion for workforce development professionals with Harry Snow, Director of Human Resources Consulting and Labor for Johns Hopkins Hospital.

"Doing Business With Business: The Human Resources Connection" will take place on Wednesday, November 3, 2004, 8:30 - 10:00 a.m. at the Goldseker Conference Room of the Latrobe Building, 2 East Read Street, 8th Floor, Baltimore. This discussion is an opportunity for employment and training providers to gain a clear understanding of business needs and how to address them.

The Washington Post on Declining Welfare Rolls, Increasing Poverty

Griff Witte writes that as the "number of welfare recipients continues to decline, poverty rates -- particularly for single mothers and children -- have surged in recent years." Between 2002 and 2003 the number of people on welfare declined by 149,000, "while the number in poverty rose by 1.3 million." Even as the US economy improves, low-income workers are unable to support their families and escape poverty without jobs that offer adequate wages and benefits. Caught in this predicament many must return to welfare.

Daily Record: Maryland's Aging Workforce May Impact Many Industries

Kathleen Jarboe writes that economists "expect an aging work force to shake Maryland industries from manufacturing to retailing as the baby boom generation nears retirement." High housing prices, a lack of low-skill jobs and excessive regulation could further diminish the number of younger workers in Maryland. The loss of older, more experienced workers will increase the need for additional training.

Employment Advocate
The employment advocate will provide direct advocacy, case management, and employability and support services for out-of-school youth participating in the Youth Opportunity Area program under the supervision of the Youth Employment Center Program Manager.

MSDE To Offer GED Preparation Classes Online

In September 2004 the Maryland State Department of Education began a pilot program to provide online GED preparation classes to Maryland residents 16 and older who lack a high school diploma and are no longer enrolled in school. CLASP Update Explores Potential Funding for Transitional Jobs Through Child Support

Funding for transitional jobs through child support is explored in the August/September 2004 issue of CLASP Update, published by the Center for Law and Social Policy. Transitional jobs programs, which provide short-term subsidized jobs, skill development, and support services, are increasingly being used to help non custodial parents overcome substantial barriers to employment. A new CLASP policy brief, Where the Funds Are: Potential Use of Child Support Funds for Transitional Jobs Programs, by Abbey Frank, focuses on the ways in which states can leverage portions of federal child support funds to offset some of the costs of transitional jobs programs that target non custodial parents.
