SAVE THE DATE! Working With Employers Training Session, Dec. 8 WHAT: "Working With Employers: Job Development Essentials," a daylong training session about employer engagement and job development skills for workforce professionals. WHO: This training will be provided by Public/Private Ventures (http://www.ppv.org), a national nonprofit organization that researches best practices in workforce development and conducts training workshops as part of its Working Ventures program. WHEN: December 8, 2004, 9:30 a.m. to 4:00 p.m. Lunch will be provided. WHY: Based on feedback from JOTF's successful practitioners' forum held last May, this training session will focus on building strong relationships with employers. During the morning session, attendees will have the opportunity to refine their organizations' "pitch" to employers, develop an employer-focused approach to job placement, and practice their new skills through role-play and peer-to-peer interaction. For the afternoon session, local employers will discuss how employment services providers can communicate effectively with businesses, and will work with attendees in small group discussions. Action Alert: Keep the Proposed Adult Education Funding Increase in the Budget The Maryland State Department of Education (MSDE) has submitted a budget to the Governor requesting a $1.5 million increase in adult education funding. Thousands of adult Marylanders lack a high school credential, which is needed to increase their employment and advancement opportunities. Read full Action Alert
Phyllis Lewis Hired as Business Liaison JOTF is pleased to announce that Phyllis Lewis has been hired to conduct outreach to and build partnerships with employers. Phyllis has a strong background in customized training, business partnering and job development. She worked for seven years at the Maryland Center for Arts and Technology as a Senior Manager/Program Director, and three years at Genesis Jobs as a Job Developer. Phyllis will start full-time in January.

The Christian Science Monitor on Criminal Records Susan Llewelyn Leach writes that 80 percent of U.S. corporations run criminal background checks on prospective employees, up from 51 percent 8 years ago. "In a tight job market, where background checks offer a quick way to winnow the list of applicants, those with criminal records are usually the first to be set aside." Although it is illegal to discriminate against an applicant based on his or her criminal record, these records are often unclear or inaccurate. Read "Bosses peek into job-seekers' pasts"
Maryland Budget and Tax Policy Institute Releases Report on Maryland's Business Tax Environment A recent report by the Maryland Budget and Tax Policy Institute finds that Maryland is "among the lowest business-tax states in the U.S." The report provides evidence that Maryland is "among the most favorable states to set up or operate a multi-state business." Policy makers may consider closing some of Maryland's business tax loopholes in their efforts to balance the budget. The Daily Record on Allowing Ex-convicts to Vote During the next legislative session, State Delegate Salima Siler Marriott, D-Baltimore City, "will push a bill that would give ex-convicts the right to vote." Delegate Marriott "says her bill is a matter of democratic fairness and will reduce the number of repeat offenders by reintegrating ex-convicts into society." MD Department of Business and Economic Development Overstated Job and Investment Creation Statistics JOTF has been a staunch advocate for public accountability on the part of state agencies for the economic development incentives they give out. A new report by the Maryland General Assembly's Office of Legislative Audits finds that the MD Department of Business and Economic Development inaccurately reported the number of jobs created and retained with public investments made last year.
