• OSI seeks program assistant JOTF Letter to the Editor: "Ex-convicts are part of the city's future" "If we do not help, we doom [ex-offenders], their families and ourselves to more crime, more generations of fractured families and a high recidivism rate," Nathans writes. "Directly and indirectly, we will all pay a huge price for this." JOTF calls for convention center hotel jobs to go to city residents In the weeks leading up to the Council vote, JOTF joined other public interest organizations in calling for the hotel project to be responsive to the concerns of local workers and communities. JOTF sent a letter to Baltimore Development Corporation in July recommending that the jobs generated by the new hotel target Baltimore job seekers, and that the City work with the Hilton Hotel Corporation to establish a process for skills training and career advancement of incumbent workers. - Read the Aug. 16 Sun article, "Council votes to finance hotel in city." OTHER NEWS Sun praises child support amnesty program "It's right that the state is rigorous in trying to obtain money from children's noncustodial parents," say the Sun's editors. "But it's also appropriate to try to understand their situations, or, as Brian Shea, chief of the state Child Support Enforcement Administration puts it, 'to get people to stay on their feet, not just get them on their feet.'" JOTF strongly supports policies that encourage responsible parenting and promote mainstream employment on the part of non-custodial parents with state-owed child support arrearages. JOTF is in the process of investigating state policy reform measures that can lower employment barriers facing low-income child support obligors, while at the same time ensuring that children receive the care they need. DLLR seeks program manager DLLR/Division of Workforce Development is seeking qualified candidates for the position of Labor Exchange Administrator (Program Manager I) in the Baltimore City office. This position will provide guidance and supervision to the operation of federally funded Wagner-Peyser and related programs in Baltimore City One-Stop Centers. This position will organize, assign and manage the work of Labor Exchange programs and related staff in a One-Stop facility or coordinate services with a One-Stop facility to meet the goals and standards established by the Department of Labor, Licensing and Regulation (DLLR) and the Local Workforce Investment Board (LWIB). This position is responsible for developing and negotiating contracts/agreements and coordinating activities with local Departments of Social Services, Local Workforce Investment Boards and other government agencies that share similar service delivery objectives. This position will ensure that programs and services are provided to various target populations, such as unemployment insurance claimants, veterans, youth, older and dislocated workers, migrant/seasonal farm workers, etc. MINIMUM QUALIFICATION REQUIREMENTS: Experience: Five (5) years of experience in the Maryland State classification of Job Services Specialist Supervisor I/II/III, OR five years of experience in supervisory, managerial, program development or program administration work in the DLLR Division of Workforce Development or the DLLR Division of Unemployment Insurance OR five years of experience in supervisory, managerial, program development or program administration work in workforce development. Any combination of these qualifications equaling five years of the required experience will be considered qualifying experience.
