The Mayor’s Office of Employment Development is looking for a Manager to
perform and oversee administrative, operational, and strategic activities
of the Contracting Unit. Work involves
oversight of the entire grant/contract life cycle process and the management
of the employees in the department. Assignments
are often difficult in nature, and require the ability to analyze, evaluate,
and interpret proposed and actual contractual agreements.
The salary range for this position is $50,300 - $73,700

Creates written agreements with vendors and subcontractors
for the procurement and/or delivery of goods and services and ensures that
they are properly reviewed and approved;

Actively participates in the Request for Proposal process:
·
Monitors vendors’/subcontractors’ compliance with the
terms and conditions outlined in contractual agreements with MOED. Initiates appropriate corrective actions when
warranted;

Serves as the principal liaison with other city agencies
(ex. Legal, Auditing, Board of Estimates, Procurement, MBE, etc.) on contractual
and procurement-related matters;

Presents requests to the Board of Estimates for review
and approval and effectively responds to requests for clarification;
·
Supervises and directs the work of Contracting Department
staff members a
·
Establishes and cultivates professional working relationships
with subcontractors, partners from other city agencies, and other MOED managers
and staff;
·
Oversees the review approval and recording of the financial
aspects of the contractual relationships with vendors/subcontractors.
Resolves problematic issues in a timely manner;

Monitors reports that capture budgeted versus actual
expenditures and takes appropriate actions in a timely fashion; and
·
Performs related work as required.
A Bachelor’s degree in Business, Accounting, Public
Administration or related field and five years of relevant experience in contracting,
procurement, accounting or related environment. Three of these years must have been in a supervisory
capacity. A Master’s degree in related
field may substitute for two years of required experience.
